Delegate Akers moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

"A BILL to amend and reenact §8-6-3, §8-6-4, §8-6-4a, and §8-6-5 of the Code of West Virginia, 1931, as amended, relating to annexation by municipalities; providing county commissions with approval or denial authority over all proposed annexations by municipalities; deceasing the amount of time between minor boundary adjustments by municipalities from 2 years to 1 year; and providing for a new factor for county commissions to make a final determination on minor boundary adjustments."
